Judy Weber
President
Ms. Weber is a principal with VIVA Consulting, LLC where she offers profit, nonprofit and government clients expertise in the management and administration of affordable housing. She lectures and teaches extensively in residential asset and property management. Ms. Weber is the governor’s appointee to the Newton Housing Authority’s Board of Commissioners and is the Newton Housing Authority’s appointee to the Newton Community Preservation Commission (CPC) and the CPC’s appointee to the Newton Housing Trust. Ms. Weber has been a Newton resident since 1977 and joined NCDF in 1996.
David Koven
Vice President
David Koven has worked as a developer, housing program administrator, planner, and community organizer over the past 40 years, and has been providing productive consulting services to nonprofit clients seeking to develop or invest in affordable housing projects since 1994. His primary clients are nonprofits, but he has also worked with equity investors and public sector lenders. David has completed 50 projects ranging from six to 300 units, for a total of about 3,000 units, both preservation and new construction. Over his career, he has crossed paths with most nonprofit developers in Massachusetts. David and his wife Diane Gordon have lived in Newton since 1997. Although he left Brooklyn for New England in his early 20’s, 50 years later David thinks he still has a sense of humor.
Tim Dacey
Treasurer
Mr. Dacey is senior counsel at the Boston law firm of Goulston & Storrs PC. He first became interested in NCDF as a result of its outstanding work in redeveloping Warren House, which is near his home in West Newton.
Brian Gallagher
Secretary
Mr. Gallagher graduated from Boston College and has worked in the field of property management for over two decades. For over 10 years Brian has been with Corcoran Management Company as a Senior Property Manager and now a Portfolio Director. Mr. Gallagher has his Certified Property Manager (CPM)designation from the Institute of Real Estate Management. Brian and his family recently relocated from Newton to Braintree.
Jeanne Strickland
Executive Director
Jeanne Strickland, Executive Director bio – Employed with NCDF since 1986, and serving as Executive Director since 1997, Ms. Strickland is responsible for managing the day-to-day operations of the organization including planning, directing, supervising and evaluating the activities of NCDF. She provides direction and guidance to more than 20 full and part-time staff while working closely with the Board of Directors. Ms. Strickland was previously a Program Administrator with the Brookline Housing Authority and has almost 40 years-experience in affordable housing and property management.
In addition to her responsibilities at NCDF, Ms. Strickland serves as Treasurer of Pelham Corporation, a non-profit organization based in Framingham, Massachusetts which owns 558 rental units. She is a dedicated member of the Massachusetts Clubhouse Coalition’s Employment Expansion Project Employer Advisory Board working with other business leaders to increase employment opportunities for people recovering from mental illness. She is also a member of the New England Affordable Housing Management Association (NEAHMA) and Citizens Housing and Planning Association (CHAPA).
